The first constitution of the New China established the institution of that the budget should be reviewed and approved by the People ’ s Congress . However , during the several decades of tortuous development , thel People ’ s Congress did fail to exercise the power in the budget as in other realms .
In response to globalization and new economic opportunities and challenges , regional competitiveness is becoming thel focus of attention in various aspects , to enhance regional competitiveness in regional development must be a major topic.Different levels of regional competitiveness of the restricted factors or development conditions will exist some differences , the western development strategy and implementation of the proposal to develop the western region has brought opportunities to promote the western provinces of competition and cooperation between jurisdictions .
